The Mission, Objectives and Tasks of ‘T-Park’, the Lower Silesian Technology Park

The mission of The Lower Silesian Technology Park is to directly strengthen the competitiveness of Szczwano Zdrój and the Wałbrzych region and, indirectly, that of the entire Dolny Śląsk region, by providing support for knowledge-based projects, developing a cooperation model with regional centers of research and development and reinforcing the business enterprises which constitute the foundation of the region’s long-term development. ‘T-Park’ also has the social mission of stimulating activity among the region’s professionals, as well as improving the economic cohesion between the micro-region and not only the remainder of Lower Silesia, but also Poland and the regions of the European Union.

The establishment and development of the Lower Silesian Technology Park is to comprise an essential element in raising the profile of the region’s investment potential and increasing the interest of future investors, from both Poland and abroad, who will create new employment opportunities. This is of crucial importance to the Wałbrzych region, where the negative effects of essential economic and business restructuring proved to be particularly severe and are, unfortunately, still being felt by the local community. This fact is taken into consideration by potential investors, for whom the balance between the eventual benefits and risks of investing in the region is of considerable significance.

The project’s primary objective is the establishment, in line with the standards accepted in the countries of the European Union, of an attractive area for the conducting of business operations and investment in operations based on state of the art technology. The area is distinguished by its convenient location, modern infrastructure, the low costs involved in the utilisation of its production facilities and the provision of a system of professional assistance and financial support. It is a new development project, linked to the construction of a new infrastructure.

Phase I consists of preparing the area which is to receive local manufacturing and service industries by constructing the essential transport and communications systems and supplying the utilities connections; power, water and sewage disposal systems, gas and telecommunications. In addition, Phase I involves the supply of utilities and the provision of a transport and communications system to the area where, within the framework of the project, the research and development building, fulfilling the function of laboratory, incubator, conference centre and head office of the authority responsible for the management of ‘T-Park’, is to be built.

The implementation of the project will result in the achievement of the following objectives:

1. Economic:
 
  • The increased competitiveness and innovativeness of the business enterprises operating within ‘T-Park’,
  • Business enterprises cooperating with companies operating within ‘T-Park’ will have the opportunity to benefit from transfer technology; in consequence, this will serve to stimulate innovativeness in those companies,
  • The establishment of conditions for the introduction of industrial products; experiment, pilot projects, research and development, implementation and investment,
  • The diversification of economic and business activities and the establishment of new, up-to-date business methods in a region which is undergoing restructuring and transformation.
  • An improvement in conditions for the development and growth of the SMB sector’s share of the local and regional economy,
  • The opportunity to benefit from preferential payment terms for utilities and taxes,
  • An increased influence on the city budget, through the fees and taxes paid by companies and employees.
     
2. Social:
  • providing support for the industrial restructuring process being conducted within the region by establishing business enterprises and alternative forms of business activities guaranteeing new and permanent jobs,
  • the development of people with extensive professional experience in the areas of ‘T-Park’s’ operations. Overcoming the barriers of joylessness and passiveness in business,
  • building an infrastructure supportive of the establishment and development of small- and medium-sized business enterprises emerging on the local market,
  • building an open information community, prepared to face the challenges brought by the European and global markets. Creating the opportunities and conditions for young people to carry out their vocations and professions
The foregoing objectives will be achieved by:

 

  • providing assistance in the undertaking and implementation of economic and business enterprises by entrepreneurs operating within ‘T-Park’,
  • establishing new projects, primarily innovative, based on the academic and technical potential within the region and guaranteeing professional and competitive services in terms of infrastructure and assistance,
  • activities promoting ‘T-Park’,
  • establishing, promoting and assisting entrepreneurs within the frameworks of opportunity resulting from the implementation of the Dolny Śląsk Innovation Strategy,
  • utilising state of the art techniques such as the internet and intranet in work and for communication purposes
  • seeking out and cooperating more closely with social and economic activation zones both nationally and abroad, with the objective of finding optimal solutions for the problems faced by the region.
 
The Lower Silesian Technology Park concept consists of:

1. the sale or lease of plots of land designated for purposes of industry and services and with full connection to the appropriate utilities,
2. the rental of turnkey premises for office and services, production and warehousing, under terms and conditions advantageous to newly established and developing small- and medium-sized business enterprises,
3. the provision of access to specialist laboratories and spaces designed to meet the requirements of investors conducting internal training programmes,
4. the provision of access to the scientific, academic and research facilities of the Wrocław University of Technology and the research and development centres situated in the Park’s environs,
5. the provision of professional advice in the areas of transfer technology and innovation,
6. the provision of professional organisational, economic and legal advisory services for the companies located in the Park, including, for example, the preparation of:
  • financial analyses
  • marketing analyses
  • business plans
  • feasibility studies
  • other documentation related to the implementation of quality control systems, certificates and approvals,
7. the organisation of training sessions and workshops in the field of establishing and managing one’s own company and the implementation of innovations and new technology,
8. cooperation with initiatives working towards the establishment of structures facilitating the lobbying process in relation to the development of business enterprise, particularly in the areas of innovation and state of the art transfer technology
9. the establishment of a group of experts, guaranteeing the exchange of experience, promotions and professional practice in the field of business enterprise development,
10. cooperation with organisations of a similar profile, both in Poland and abroad,
11. the organisation of business enterprises into industry clusters, primarily focusing on an automobile cluster,
12. the provision of office services

 

On the basis of the outline mission statement, the ‘T-Park’ task is to create favourable conditions for the implementation of manufacturing and services projects based on highly advanced production technology, while guaranteeing the safety of the natural environment, highly innovative products, unique solutions and products which are attractive to industry. In the future, DTP has the chance of becoming a tool for the commercialisation of research results and an arena where modern industries can meet. As the crow flies, the Park is ideally situated approximately 2000 meters from the Wałbrzych Special Economic Zone.
DTP is situated in close proximity to two of Wałbrzych’s largest residential districts, providing a rich resource of more than fifty thousand local people.
Regional business enterprises and higher education institutions are the immediate beneficiaries of the project and, consequently, the regional community will ultimately benefit.

For business enterprises, ‘T-Park’ is a place where it will be possible to implement innovative projects under the auspices of an experienced team of scientists, scholars and expert consultants. For academic staff, it will be a testing ground, where theory can be put into industrial practice, and for students it will provide a place where the educational process can be enriched by encounters with business in practice.

‘T-Park’, the Lower Silesian Technology Park, gives preference to the following sectors:
  • the automobile industry
  • the construction and construction materials industry
  • information technology
  • electronics,
  • telecommunications
  • health resort medicine
